Assiniboia Downs Master Plan

Winnipeg, Manitoba

Overview:

Michelle Richard was the lead consultant responsible for drafting an Area Master Plan for the major regional tourism destination at the Assiniboia Downs. Through a collaborative partnership with Peguis First Nation, the Manitoba Jockey Club has successfully expanded its operations to include a major commercial/retail component including a new hotel and casino. The Master Plan includes a framework for development including land uses, built form, infrastructure and transportation networks.

Challenges:

The challenge to realizing the vision as a regional Racing and Entertainment destination was first establishing a Municipal Services and Development Agreement with the City of Winnipeg. Accommodating year-round entertainment, hospitality and exhibition events, internal traffic circulation, water/wastewater and land drainage, and emergency services into a service delivery framework.
