Overview:

A new development plan and zoning bylaw that responds to increasing growth and development pressures. Whitehead is a bedroom community to the City of Brandon and has been experiencing accelerated growth as a result.

Challenges:

The critical objective of this project was to evolve from a pattern of ad hoc, unserviced housing development to a model based on creating complete communities. Key to this objective was the directing of growth to urban areas and advancing opportunities for commercial and industrial development.
